Focused pagelayer item incorrect when reordering pagelayers¶

Improvements to the PageLayer Expert dialog:

• When using the up or down buttons to reorder page layers, the selected item now moves to its new position, keeping the selection in sync with the visual order.
• The Options page is now hidden when there are no page layers to display.
• After adding a new page layer, it is now automatically focused in the tree view for better usability.
