Returns true if the focus object is a data entry object and a record delete is allowed

Description

IsEnabled returns true if the focus object is a data entry object and a record delete is allowed. A delete is allowed if the focus object is a DEO whose DDO contains a record. This is determined by calling the DEOInformation function.

This ensures that the object is enabled or disabled as needed.

Returns true if a delete is allowed, false if not
