Description
Occurs when the Value property is changed, either by a Scroll event or programmatically.

Remarks
Occurs when the user moves the scroll box portion of the scroll bar. It also occurs when the user scrolls or when you change the Value property setting through code.
Avoid using a MsgBox function or statement in this event.
