Description
Gets or sets the minimal time which is shown on the day view scale.

Remarks
This allows you to limit the time range that is displayed for a day view, for example from 3 AM to 5 PM.
Only the time part of the argument will be used by the control. It will be used for all dates. The date part of the argument is ignored.
